Public programs for Canadians with disabilities are a disjointed patchwork of practices with uneven accessibility. Nowhere is this more evident than in programs for youth with disabilities. Transition planning and employment preparation for youth with disabilities are insufficient and ineffective in many parts of Canada.
...The Council of Ministers of Education Canada ought to identify students with a disability and post-secondary education as a priority theme. Surprisingly, it is not a priority at present. It should be.Under this new theme, ministers could focus on students’ transitions from secondary schools to post-secondary education; financial assistance to both part-time and full-time students with a disability; and examine best practices on inclusive and accessible education at universities. Our institutions have much to share with one another on this noble goal of inclusive higher education. The facts below do not include Inclusive Post-secondary programs of study! This is what available to those who qualify for a student loan.
1. A $1,283 bursary available to every Nova Scotian university student is putting a degree within reach of more families.**
"To help keep a university education affordable for Nova Scotian families and taxpayers, the province invested more than $90 million over the past two budgets." **
2. "You qualify for this grant if you:
- apply and qualify for student financial assistance (have at least a $1 of assessed financial need);
- are from a low-income family as defined by the Canada Student Loans Program; and
- are enrolled full-time in a program that is at least 2 years in duration (at least 60 weeks) at a designated post-secondary institution. **
3. If you qualify for this grant and you have an assessed need of $1,400, you will receive a $2,000 grant. In this case, the grant would cover your assessed need, so you would not need a student loan." **
4. "Severe Permanent Disability Benefit If you have a severe permanent disability that prevents you from working and from participating in post-secondary education for the remainder of your life, you may be able to have your loans forgiven. **
